i am trying to get my head around how the ECU "knows" to start closed loop idle.
is there a TPS and rpm threshold that once the engine goes below a certain TPS say 1% and certain rpm say 1200rpm that the ECU starts to activate closed loop? i'm not seeing where these are specified in ESP
ill be using a 3wire BAC if it matters

If you meet the Zero Demand conditions, you are below the speed threshold, and the rpm is less than the Decel Min RPM then you are at idle.
