To get a *functioning* base VE map there's an old Megasquirt online tool
http://www.megamanual.com/v22manual/vetable.htm
It needs assumptions on horsepower & rpm, torque & rpm, idle vacuum, idle speed, redline, and boost, along with displacement
It's not truly accurate, but I've used it a couple of times, scaled it up until peak torque rpm at zero boost/vacuum was 100%, ran ignition timing numbers adapted from similar engines (retarded slightly), and they haven't blown up under racing conditions.
I by no means condone using this as a permanent tuning solution, it needs to be done properly as soon as possible. I only used this under racing conditions because I was tuning cars that had literal guess-maps that were unsurprisingly bad almost everywhere but still hadn't blown up yet and I was asked to help out when I mentioned I had *some* knowledge of tuning.
Unless you mean a base map to suit the interceptor? Which *should* be zero everything for stock, no?

With nothing in the tables it will do exactly what the factory ECU did. These are signal-bending units, not standalone units.
