Elite 1500 shows running when the engine is off

I am seeing a weird issue on a RX7. I am helping a friend and the car runs, but has some weird issues.

Elite 1500 + Mazda 13B S6-8 CAS with IGN-1A Ignition Terminated Harness Kit from Haltech

The car will run and if it dies with the key on, the ECU and logs show the car is still running. It slowly bleeds off RPM, Injection, etc. It's all the sensors, not just one. It takes like 20sec or longer to get to zero. I have never seen this before. Anyone have any ideas?

Car shuts off around 43 sec, then starts back up 20 seconds later. I'm not sure if that file is going to work. I got a weird error message

Post the CSV file, this isn't usable in the Haltech Log Viewer.

This is a long shot, but I got some weird stuff like this happen before. It turned out to be the hall effect sensor picking up the crank signal was "browning out" due to a bad relay. When the voltage was poor, it would "chatter" as it browned out and give fake crank data to the Haltech.
